The stipend has always been taxable. It's the tuition waiver that didn't count as income before, but the GOP wants to, which will put grad school out of reach for many.
I’m thankful republicans not yet able to tax graduate stipend as income! Making education unaffordable is bad for America & terrible for grad students.

Me too, although I have to say I'm grateful Republicans can't tax graduate stipends YET, because they're certainly trying. Plus, they're trying to make Pell Grants Pell LOANS for students who don't graduate.
