The stipend has always been taxable. It's the tuition waiver that didn't count as income before, but the GOP wants to, which will put grad school out of reach for many.

Me too, although I have to say I'm grateful Republicans can't tax graduate stipends YET, because they're certainly trying. Plus, they're trying to make Pell Grants Pell LOANS for students who don't graduate.
