Every bill to legalize to some degree needs a provision for retroactive sentencing relief for nonviolent people serving life without parole and other egregious sentences for marijuana. Without this the industry has no integrity.

The deal Gardner brokered some time ago with the president was to guarantee support for what is now called the STATEs act. The other side reneged so the brakes should once again be put on justice candidates.
