Serious question: If HHS and CDC determine an eviction moratorium is necessary, what power do they have to act on it? Would Congress still have to act?

The executive order also includes is acknowledgment: "Evictions tend to disproportionately affect minorities, particularly African Americans and Latinos."

Exactly what power does the President have to prevent me from evicting a renter who hasn't paid me for six months by executive order? When my renters don't pay me I can't pay the apartment building mortgage.

Soon, the bank will foreclose and the apartment block will go up for auction. If I go EVERYONE goes including the ones that ARE paying their rent. This is an issue for Congress.
