No, it is passed as function arguments (known as "calldata") but not persisted to state. This allows archive nodes, which store all historical blocks, to reconstruct the current state—essentially, it bloats archive nodes without bloating full nodes (which store current state).

If you make this divide between archive nodes and full nodes, can't you do the same with a regular transaction data? I.e. say only the archive node has to store it?
