It's been attempted many times I think. Different outlets don't want to hand control of sales over to an 3rd party, so it's a tough sell.

I'm pretty sure this is something Apple has tried with News, but A. they try to keep too big a cut, and B. pubs don't like giving up the control (even as they hop on platforms like amp and FB).

I feel like the death throes that many local papers are having right now is an opportunity for a nationwide network of not-for-profit local newsrooms that all participate in a system like this. If you give up paper editions, overhead is low...
