If HR departments want what's best for the employees, how come they don't fight against layoffs? The company decides "we need this many new employees" and HR puts that into action. The company decides "we need to lay off this many employees" and HR puts that into action.

HR is a business function, so if the business decision is eg redundancy then HR is responsible for dealing with that. HR is still part of the business so can’t fight against it decisions which should be for the good of the business. That’s what unions are for.

But I disagree with the OP. I was a HR professional and although my function was to aid the effectiveness of the business, my training was to help people work well and have a good experience at work, thus benefiting business. I was a union member too and went on strike many times

Key words there "thus benefitting business." If management decides it's cheaper to replace staff than address the issues causing high turnover, "helping people have a good experience at work" is suddenly no longer on HR's to-do list

I disagree. There’s lots of things HR can - and should, and do - do to support the exiting staff and remaining staff.

"support the exiting staff" very often means "make sure they can't come back with a lawsuit" and if it doesn't, that's because the company decided to be decent and not because the company has a HR department
