I understand the importance of valuing the three tier system but if we take in Y4 we will struggle for space and staff.

You need to take a lot more into account than just the three-tier system. Factors like: is it safe, can young children manage social distancing, how much PPE do we have to protect teaching staff... Children's education matters. Their lives matter more.
