I’m afraid this is simply not true.
In real terms, it equates to an annual percentage increase of 3.4%.
Ie: *lower* than the average % increase of 4% since NHS founded in 1948.
And *substantially* lower then the 6% increases under Brown & Blair.

Meaningless bill. Enshrines real terms cuts in law, does not address capital spending and does not set out spending on mental health provision. It's a cheap stunt. The time should have been used bringing up the 'terrorist' release legislation.
