We agreed a key ‘win-win-win’ VPAS deal for industry, the NHS and patients, by providing an effective control on NHS branded medicines spend while rewarding innovative companies for developing new treatments and improving the adoption of new medicines within the NHS.

Neither of your assumptions are correct. We won't have a no deal Brexit - we have a deal ready to go that I've voted for and will again. And in any negotiation its normal to have proposals that are not agreed. They are a million miles away from an agreed trade deal.
