Windows has built-in support for an Ubuntu shell now. Crazy times.

Not the same as running the native Rails/PostgreSQL/Redis/etc. stack.

How so? Enable the Ubuntu subsystem and then you can't apt-get the packages you need.

Have you actually tried to stand up a full rails stack using the subsystem yet? (I have)
