4. Fragmentation isn't well suited for dis-contiguous passages. E.g. Selecting two paragraphs separated by an image.
Users can't select a column (except in Firefox), last I checked, so can't generate a URL to select it to start with. Yes, a doc documenting the use cases would be very helpful here. I think it would avoid a lot of talking past each other. The use cases I want to support are:

1) Users being able to bookmark and share with others sub-page positions that the author did not create an anchor to. 2) User comments pointing to the specific part of an article they are responding to. Something like https://indieweb.org/marginalia (more coming)

There are some high-level use cases in https://github.com/WICG/ScrollToTextFragment/#motivating-use-cases … (i.e. there are non-user generated cases) But we're putting together a more detailed doc of specific cases and examples. Should be able to share by next week.

Ah, I see. So the major differentiator between our (user-focused) use cases and the list there is the search engine use case. That seems to be driving a lot of the design here, as far as I can see. OK, at least I understand where you're coming from now.
