ok ok HOLD ON I agree with many of your takes about the dangers of neo-segregation, teaching white guilt, etc But this just looks like teaching kids that people come in all sorts of shades If this is part of a dangerous curriculum, sure, but how is this bad by itself?
This kind of exercise contextualizes skin color on a hierarchy of "colorism," with lighter-skinned people occupying the oppressor role (power and privilege of "whiteness") and darker-skinned people occupying the oppressed role (race and color subordination).

Well, that much isn't clear from the picture alone but it'll likely make the kids self-conscious about skin when they shouldn't be.

There's a difference between self-consciousness and awareness. I know I grew up thinking dark skin was weird. I can see how something like this might normalize the concept of different skin tones in kid's minds, which seems healthy to me.
