No they weren't, if this is accurate and his info was collected, they were monitoring foriegn agents. Tucker just apparently seems to like communicating with them too

They weren't spying on *him*, just collecting his private conversations through others.

They are spying on foreign enemies of the United States. They were not spying on Tucker Carlson. Tucker was interacting with foreign agents which, in the best possible interpretation for him, was a poor display of judgment.
