Of course, but that's what these bills do: the curriculum in Texas will look different than the curriculum in California. CA, OR, and WA have recently mandated critical race theory into the state K-12 curriculum; TX, ID, and OK have a similar right to prohibit it. Federalism.
You could say "well, the state shouldn't have curricular power, local school districts should." I agree, but that's not reality for the foreseeable future. Until then, clear limitations are not only prudent, but necessary—the curriculum should reflect the values of taxpayers.
