Racism isn't sanctioned by statists; rather politically enforced discrimination funding the privileges of politically enforced racial favoritism, is sanctioned as the resolution to racism. So "state sanctioned racial discrimination" is both reality and its verbal description.

@RichardHanania is right. Shorter is better. It's punchier and more memorable. Sanctioned is an intellectual word and it would not be helpful for mass market slogan. -
Or better yet - government racism. State is too neutral.
