Shouldn't offering certain electives be considered something different than having required course work? I had the option of taking a course on "the Gospel of Luke" - but it wasn't required of me.

The bill, as written, seems to criminise the teaching of any material that takes an 'American exceptionism' line. Or, at the policy, level: any view except that all nations should have totally open borders. I imagine many of the right-wing sponsors would regard that as backfire.
