I think there's a big difference between those who want to re-enter society, and those who want to continue behavior that leads to their chronic homelessness. The former should be helped. The latter can't be until they've had enough.

Same with addiction. The unintended consequences of calling it a "disease" is it removes all human agency from the addict and gives them an excuse for their destructive and anti social behavior
