Attempting to combat wokeness by degrading the First Amendment is a terrible strategy as a matter of principle and pragmatism. A robust First Amendment is a prerequisite to a free speech culture, not an impediment.
Public institutions do not have First Amendment rights. In fact, it is the responsibility of legislators to guide and, when necessary, constrain the speech of those institutions. The government should not promote race essentialism, collective guilt, or neo-segregation.

IF it is the responsibility of legislators, then there should be a vetting process to make sure legislators fully understand constitutionality. Otherwise, how dare they “constrain” anyone’s speech?
