In practice, mandatory/voluntary isn't a meaningful distinction. The Department of Fish and Game shouldn't sponsor a KKK rally, even if they claim it is "voluntary." Likewise with promoting the concepts of race essentialism, collective guilt, and neo-segregation.

Yes, this is correct. This stuff is evil, and government always makes a choice that some subjects are worthy of study and others aren’t. There is no “neutrality” here, a decision has to be made by somebody as long as there are public schools.

That seems to allow for discussion of the theory (which I agree is a racial conspiracy). I think there is an important distinction between being forced to accept dogma, which violates freedom of conscience, & freely joining others who choose a grievance studies course or seminar
