Just to clarify, it's 40+ resolutions in my favor JUST SO FAR, with 150+ federal civil rights investigations pending that I expect to be also decided in my favor. The Office for Civil Rights moves slowly so I expect continued victories over the next few years. Title IX is clear.

Anybody can file a Title IX complaint with the Office for Civil Rights and you don't need to have "legal standing" or have personally experienced discrimination. You can simply ask OCR to investigate violations based on publicly available information on a university's website.
