I think that's the wrong framing. Conservatism won't even stop the stuff government is doing, like affirmative action, disparate impact, funding ideological nonsense departments. Commitment to markets would be better, it'd at least defund schools.
Yeah, I tend to agree with you—the state power issues are much more important. The solution is to break up the public institutions and distribute the power/money back to American families, giving them more choices and influence in shaping the culture.
