Not to mention the need to tie this directly into the criminal justice system and reentry, which ignores mental health conditions almost entirely, unless they're so bad they have you punching the staff in the face.

Politicians work policy by election cycles. Anything that can't be solved in 2 years or 4 years is not politically advantageous, so attempting to solve homelessness is essentially a waste of time from a political perspective.

You can't keep these people in housing, they just wander back out into the street. We have state housing vouchers here and people move in and right back out again.
