The more evil the description of the people involved, the more severe the punishment that is required to remedy the situation in their eyes.
It's amazing how quickly people fall for the language trap, using the particular (horrible violence at the Capitol) to justify the universal (large-scale suppression of speech, movement, commerce, etc.).
