It's already here. San Diego recently announced that turning in homework on time would not reflect on grades—this is official policy. It's not a huge leap to expect some form of race-based modifier to letter grades.
They were talking about this in NYC for a couple of years. At conferences, they talked about cultural sensitivity in grading.
