For political cultures of Marxist-Gramscian descent, the two actually coincide. What I think you have in mind is that some of today's most effective political tools **used to be** cultural or administrative institutions.

Great point. The cultural forms themselves have been co-opted, deconstructed, and then deployed for political ends. I think it's very similar to Del Noce's idea of "absorbing ethics into politics." On the other end, ethics and culture become mere factors or even weapons.
