Isn't this just legislating the status quo? Seattle's City Attorney's Office hasn't been prosecuting "minor" property crime for years, and that's informed police responses.

I’m also rubbernecking here. It’s not clear from your report if there are programs or systems being set up to address the root causes of crimes of desperation or stemming from mental illness. Is there more to it or does it stop at decriminalisation?
