It's not a market. Universities get a blank check guaranteed federally, so the market will never correct this issue as there's no liability for producing worthless degrees, and the kind of people who go into them don't do so for financial gains, rather social ones.1

What needs to happen is that federal loans and grants need to be based on data about post-graduation employment and median salaries in the Bureau of Labor Statistics. No loans/grants to academic black holes.
