I hate that shit as much as you do, but it's a small segment of higher ed. For instance, race/gender studies produced only 2,114 BA degrees in 2016-17. We just did it with CRT training very simply and effectively. For universities, we can also change the institutional incentives by ending federal subsidies, drastically shrinking administration, making universities share liability for student loan defaults, etc.
