Putting in the framework of religion might help, I definitely remember being less than enthused about generals during the height of the gulf war using Christian dogma and rhetoric to fire up the troops.

Particularly using the word “crusade” under the guise of figurative connotation was a no-no in my book, which I remember W doing a few times. I don’t know if federal mandate is the move to make, but it’s something that needs to be stated explicitly.
