Interesting. Do you have a citation for the 95% stat? Numbers on the west coast are more in the 60-70% range.

It's NYPD homeless outreach, which presumably would increase refusal rates. But also NY is a "right to shelter" state. So compared to west coast, those who choose to not be in shelter are probably more disinclined to accept such an offer, since it was already available.
