It is only 10 pages with wide spacing, so it should only take you a few seconds if indeed "[t]he plan is explicit that starting in 2021, they will eliminate the Seattle Police Department." I found the opposite, but I'm not broadcasting misinformation to tens of thousands so. . .

Read through it again, still pretty clearly does not abolish the Seattle Police Department. It really would only take a few moments of your time and, if you believe in good faith that it abolishes the SPD, the least you can do is review the underlying document.
