It's about to get much better for tech and knowledge workers generally: -The baby boomers who still run the institutions have finally mastered Zoom. -Remote working is here to stay. -Big city salaries at small town cost of living is the arbitrage of the century.

Doubtful. Certainly not this way now with remote workers at Microsoft, Amazon, etc. They are desperate for talent, their margins are massive, and they're happy to pay good developers $250-500k. They can cut cost on office space, leases, etc.

I don't think the major consideration right now is cost; it's talent. They can't hire people fast enough and good tech workers are getting multiple recruiters reaching out to them on a weekly basis. For the moment, labor has the advantage.
