—Controlling territory with armed paramilitaries
—Checking IDs and limiting entry at the border
—Forcing small businesses to pay "taxes" to operate
They are trying to establish a parallel state.

Simone and his gang have simply assumed authority. There haven't been any elections, although they are currently having a "community meeting."

I would encourage Raz to hold the elections, fast. Building a mini dictatorship will not set a good example for us in San Francisco to follow.
