I hate it when people say, "well this is what you voted for!" about SF. (because of course I didn't) I do find myself thinking this about Seattle, though. is this what the majority of the residents and businesses wanted?

I doubt it's what the majority wants, but it's what the majority voted for. They had a clear choice in the last election and picked the most extreme candidates in every district.
