State governors have assumed wide authority for the coronavirus response. But our policies should be an exercise in subsidiarity. The shutdowns should be decided at the county level. Local citizens should be able to determine their own path. That's the way forward.

The entities with the most detailed local knowledge should have control over their fate. What works for a large urban county won't work for a small rural county. Statewide lockdowns penalize places that don't have a coronavirus problem, but now have an economic problem.
