State governors have assumed wide authority for the coronavirus response. But our policies should be an exercise in subsidiarity. The shutdowns should be decided at the county level. Local citizens should be able to determine their own path. That's the way forward.

Haven't thought about it! But it would certainly change the balance of power in West Coast states.
