      And yet crime is down 50% since the shelter in place. This is strong evidence that rapid decarceration right now does not cause the spike in crime so many feared.       Homelessness and substance use disorders aren't solved with jails. That seems obvious, but we've tried it for decades anyway.

      Actually, we kind of haven't. We have the most permissive laws in the world and it is likely the cause of our rampant homelessness and drug addiction. I wish our jails were places of compassion and rehabilitation. With care & services to get people off drugs & back into society.

      And it's not a binary "jail/not jail" decision. There are currently 4,000 people in SF who are simultaneously homeless, psychotic, and addicted. A good portion of these folks need secure inpatient treatment. It's inhumane and cruel to leave them on the streets.

      Please be careful about conflating "mentally ill" and "psychotic." They're very different. And yes, many people absolutely need treatment with doctors. Mental healthcare needs to be treated as a right. We can't keep waiting until someone is in crisis.

      It's my understanding that it's "severe mental illness", which covers a broad spectrum.

      Yes, I thought that was the threshold, too, but I did a public disclosure request for the data from SF Public Health and it specifically history of diagnosed psychosis for the 4,000 "trifecta" population.

          A history of diagnosed psychosis is not the same as currently psychotic, but interesting news orgs described it as SMIs.
