since this is mainly an addiction/mental health problem, "advocates" should be arguing for arresting drug dealers, helping people off the narcotics that are killing them, psychiatric care, and programs that promote employment and self sufficiency.
The issue is that San Francisco has created a permanent underclass of 4,000 people who suffer from the "perilous trifecta": homelessness, addiction, and psychosis. It's so much more complicated than simply "providing a hotel room."

And San Francisco's political class is philosophically incapable of any form of coercion—which would be required to clean up open-air drug markets, move addicts/mentally ill towards treatment, and enforce quarantine orders.
