Frankly, who cares? It's a pandemic and the website needs to be built as quickly as possible for the largest majority of users. We can all pitch in by helping translate for any disabled friends and family that have trouble with it.

But that wasn't your question. Your question was: will it work better than the ACA website. And the ACA website was designed (had to be) to be ADA- and screen-reader-compliant. I don't dispute the point you've just made that we should stand this up fast because emergency, but...

Genuinely curious: given the same time, budget, and specs for an ACA-style website, do you think the engineers at Google would perform better, worse, or the same as the engineers at HHS?

I suspect the Google people would do much better. It also wouldn’t surprise me if v1 from Google is already done right. Google people make websites for a living, and low-formatted sites work better with screen readers etc.
