Genuinely curious: given the same time, budget, and specs for an ACA-style website, do you think the engineers at Google would perform better, worse, or the same as the engineers at HHS?

I suspect the Google people would do much better. It also wouldn’t surprise me if v1 from Google is already done right. Google people make websites for a living, and low-formatted sites work better with screen readers etc.
