      Personal vulnerabilities (mental illness, addiction, poverty, domestic violence) may explain who, in a given city, experiences homelessness, but it does not explain why Seattle has 5x the per capita rate of homelessness as Chicago. The difference is housing market conditions.

      Agreed that high rents are *part* of the equation, but not as big as many claim. Why does Seattle have an order of magnitude more homelessness per capita than Bellevue, where rents are the same or higher? Permissive public policies.

      If permissive policy explains homelessness, why do left leaning cities like Detroit, Chicago, and Cleveland how low rates of homelessness? It’s not policy, it’s low rents and high vacancy rates.

      Happy to respond after you answer my question on Seattle vs. Bellevue. Same weather, same rents, same regional effect, yet massive differential in per capita homelessness.

      Bellevue is a suburb. Homelessness is concentrated in center cities, due to transit and other infrastructure differences. Turning all urban areas into Bellevue is not the answer.

      Again, you're proving my point. By the last count, 51% of people experiencing homelessness in Seattle became homeless somewhere else and then migrated to Seattle.

      It's not because Seattle has great public transit—it's because the policy environment is very friendly to unsheltered homelessness, public camping, public drug consumption, and low-level property crimes.

      There is a mountain of statistical evidence that supports this. If you don't accept this as even a *partial* explanation for the distribution, I can't help you.
