I am sure u r all aware, the city does not track when/who/how many times someone refuses services offered: NC, SF HOT, etc 19/20 is an estimate from the people doing the outreach Reasons for declining NC: dangerous, theft, bed bugs, staff I hear EmbarcNC common areas r amazing
