Can you say "Containment zone?" We have one here in San Francisco too. It's called the Tenderloin. One of the problems in SF though is that it's spilled out into SOMA and the Castro because SF is so compact.

Exactly. Skid Row in LA, Tenderloin in SF, Pioneer Square in Seattle, and Downtown Eastside in Vancouver—same principle.
