More importantly, most states are too large to govern well, to meaningful reflect the conflicting values, needs, & voices of the people within their boundaries, too large to capture the local knowledge of their many communities. Run by govts too detached to represent the people.
Better division would be West and East California—would provide electoral balance and better representation in government.

Personally, I'd like to see CA split into 6 or 7 states better informed by the shared cultural, economic, and socially distinctness of each region. Partisans are worried about balanced along party lines at the federal level but I'm more worried about revitalizing local civitas.
