Same situation in Seattle. We moved from a policy of "needle exchange" to "needle dispensary." Then, suddenly, the streets and parks were littered with needles.
What’s the reason not to exchange needles? Was there any data provided by the non-profit to the city? I couldn’t find it for San Francisco
They say needle exchanges are a "barrier to access," so they have moved to needle distribution. It's simply the next step on the path of harm reduction.
