As we've learned from the experience of Skid Rows, centralizing shelter and services in a single location actually makes the problem worse. The real answer is to decentralize and help reconnect people with family, neighbors, and community at a human scale.

They'll build it far far away to keep the homeless people safe, maybe on an island. They'll also build a wall around it for even more safety for them. Maybe give them unique numeric identification, and allow visitors once a month.
