Might also want to point out, because you haven't yet, that the director of the agency has been put on administrative leave pending an investigation.

Yes, that's generally what happens with adminstrative leave. Same with cops. Until the investigation turns up a result, they are typically paid. If the investigation ends in a decision to terminate, then she will lose her paycheck.
