Homeless is not about housing, homeless is about drug addiction problems. That $1 billion budget your are talking about, a big chuck went to ineffective projects w/o mandate to reduce homelessness or drug addiction. Sadly, non-profits are usually headed by insiders of donors.

…those donors have a special interest (or conflict-of-interest) to keep everything the same. These donors do not wish structural change. They want the system to remain. The mayor listens to the donors, why? The donors make sure the mayor gets reelected. I'm a Taiwanese-Canadian.
