IIRC, in Doar's presentation, it counted $7,000+ in Medicaid spending per household, which "lifted them out of poverty." Obviously, it's good that people in the bottom income bracket have healthcare, but it hardly means that they're not poor anymore.

Poverty is increasingly being decoupled from its material dimension. In many ways, it's now more of a social, psychological, human problem that can't be measured by income alone.
