Sometimes not the most progressive, but just the one who can put together specific urban coalitions based on local relationships that don't necessarily translate more broadly.
But the political culture is extremely one-dimensional. The winner of a statewide race = the winner of the Democratic primary. Therefore, the most progressive wins, without any need for concern about the people of "interior California," unlike nationally, where OH still matters.
